Why does a flower have more pollen grains than ovules?

Why do farmers object to people picking apple blossoms during the apple blossoms season?

Why does a flower have more pollen grains than ovules?
Because not all pollen grains will reach ovules. Some will be blown away by wind, etc

Farmers depend on the apple blossoms for cross-pollination and reproduction in their apple trees.
