You can start by using cellophane (scotch) tape to try to lift the pollen off your top. Just press the tape into the stain and lift it back off. If your top is silk or another delicate fabric you should test a hidden area to make sure it doesn't hurt the fabric.
After getting all the pollen you can with the tape you can try a stain remover intended for the type of fabric you're trying to clean and then wash your top according to the manufacturer's instructions.
